Do neurons work as signal normalizers between local astrocyte environments?

Is the effect of neuron morphology that it normalizes timing and other signal properties between astrocyte groups?

If this is the case, wouldn’t it look exactly like the neuron itself was adapting to information rather than being driven by other mechanics?

If every astrocyte is it’s own self contained unit, a way to normalize information between them seems necessary. Maybe neurons are like astrocyte math.
